(1444) MUSIC AND ME (Aug. 24, 2017) PALAU WILL HAVE FAST INTERNET BY DECEMBER 7, 2017











DURING the Palau Chess Federation Board Meeting in September 2017, PCF President Eric Ksau Surangel Whipps mentioned that the Belau Submarine Cable Corporation project is right or ahead of its project deadline and that fast internet will finally be available cheaper by December 07, 2017. Mr. Whipps is one of the Directors of BSCC.

His wife, Joy Flores Whipps, asked me in August, after I came back from 22-day vacation in Philippines, to tune their piano and 'diagnose' its problems. I like that word 'diagnose', like what I did to the piano of Jemima Finnegan prior to my vacation.

This prompt me to add the words "Piano Tuning/Fixing/Diagnosis Services" to my business card as...


I change also the old photo (2012) in the other side with a photo where I applied for Azerbaijan visa for 2016 World Chess Olympiad in Baku...

IN A PUBLIC comment today, President Remengesau, Jr., expressed that he will be signing the bill creating a Belau Submarine Cable Corporation into law on Monday, September 21, 2015. He expressed his gratitude to all that worked toward making this very important bill become a reality.
                Belau Submarine Cable Corporation took center stage in the political arena for the past eight months with majority block of the Senate, and EPUI Committee chaired by Senator Joel Toribiong holding on to the bill, citing a need for further study.
                The bill become a topic of public debate on various forums, from coffee shops, to social media, to radio talk shows and to public conferences, with majority of the people showing support for the bill.
                Timing and funding were two major factors inciting the debate. Timing due to the funding agency’s (Asian Development Bank) loan timetable, which is set for review and approval in December and the SEA-US Cable project’s commitment timeline, which was extended to the end of this month, September 30.
                SEA-US Cable, a consortium of telephone companies laying state-of-the-art submarine fiber optic cable to Guam from Indonesia and passing close to Palau, has offered an opportunity to Palau to join in but gave Palau a deadline to commit to the project “Funding through ADB is contingent upon fiber optic cable and internet service provision management. ..  be by a wholly separate entity and not PNCC”, according to the Conference Committee Report.
                Senate passed on September 9, their version of the House Bill 9-163-16S, HD3, SD3, CDI, which deleted the Belau Submarine Cable Corporation as the authority  to own and manage the fiber cable project and transferred the authority to Palau National Telecommunications Corporation (PNCC).
                It went beyond fiber optic to expand the role of PNCC to permit and regulate all other telecom providers in Palau. House rejected the Senate’s version and bill went to Conference Committee, made up of the Senate EPUI Committee members, Senator Joel Toribiong, Senator Mark Rudimch, Senator Mlib Tmetuchl, Senator Philip Reklai and Senator Mason Whipps and House Committee of the Whole which included all members of the House.
                The report from the Conference Committee retained Senate version and the members that signed the report included Senators Joel Toribiong and Mark Rudimch, and Mlib Tmetuchl. Senator Philip Reklai signed with reservations and Senator Mason Whipps did not sign.
                House members of the Committee all did not sign except for Delegate Mario Gulibert. With this, the report was not adopted and was referred back to both Houses.
                During Senate Sessions on September 15th to discuss the bill, Senator Surangel Whipps, Jr. made a motion to create a new committee to deal with the matter since the first committee failed.
                The committee was made up of Senators Rukebai Inabo, Raynold Oilouch, Philip Reklai, Uduch Sengebau Senior, Mason Whipps, Surangel Whipps, Jr. and was chaired by Senator Hokkons Baules.
                The new Senate Committee joined the House Committee of the Whole and they approved the original version of the bill, reinstating the BSCC as the authority to own, manage and procure fiber optic cable to Palau.
                The new draft also reinstated other important parts of the bill including having the Minister of Finance as the initial incorporator of this corporation.
                This means that the work on the financing and contracting can begin immediately while new board members are still going through the appointment and approval process so that the project timetables can be met.
                Also restored is the language that states that this will not be issuing stocks but “provided that in 10 years the government may consider privatizing this corporation or establishing a public-private partnership.
                The bill added appropriation of $410,000 to secure Palau’s interest in the fiber optic submarine cable. This would enable Palau to secure its interest on the SEA-US Cable project.
                This new Conference Committee version of SB 9-163 was signed by all the members of the committee of both Houses.
                After heated contest in the Senate by original Committee members, Senator Hokkons  Baules, Senator Rukebai Inabo, Senator Uduch Sengebau Senior, Senate President Camsek Chin, Senator Mason Whipps, Senator Philip Reklai and Senator Surangel Whipps, Jr. adopted the Conference Committee Report and voted to accept the bill.
                The bill is set to become law on September 21, 2015 upon signing by President Tommy Remengesau, Jr.




THE OEK in one session day passes 2 major pieces of legislation with the approval of the milestone Belau Submarine Cable Corporation and the Fiscal Year 2016 Budget.

The chances for Palau to acquire an undersea fiber optic cable moves us closer to reality following the Obiil Era Kelulau's approval of the bill to establish the Belau Submarine Cable Corporation (BSCC) on September 15. President Remengesau is expected to sign the bill early next week.

 The bill, HB No. 9-163-16S, HD3, SD3, CD1 cleared OEK after one of the biggest policy battles of this Ninth Constitutional Government with bill's senate opposition putting

      PALAU IS SUFFERING FROM LACK OF INTERNET

           PALAU is slipping further and further into the technological dark ages while the leaders of this land debate the implementation of a fiber optic cable that would provide much needed internet access. Here are my top 12 reasons that Palau needs to implement this as quickly as possible (I was going to make it a top 10 list but it keeps growing).

     1. Speed: The net is growing. In 2004 the average web page required less than 1mb of data to load. Today the same page with all of the video, ads, cookies and back end is more than 5mb. So even if the speed in Palau is 5 times faster than today than in 2004, it still takes longer to load home pages like Facebook, Yahoo, etc. than it did 10 years ago.

     2. Tourism: In a survey by Luxury Traveler magazine, the number one requirement for Palau’s desired “high value” tourists was internet—even over beaches, activities, etc. These tourists need to keep in touch with their office and holdings and many want to video chat with their families. In addition, many high- value travelers are using the Cloud for files and applications that are not yet available in Palau.

     3. Hotels and Tour Operators: Today’s travelers want to see availability, book their travel and get a confirmation on the web. This requires integrated reservation systems that cannot work with Palau’s current internet.

     4: Medicine: Lives can be saved and off islands referrals can be reduced with wi-fi remote doctors and medicine. This reason alone should be enough for the health of this nation’s citizens.

     5. Communications: Facebook, iChat, Viber, Skype, etc. and then upgrading web pages. Palau is unable to communicate with families, friends and customers because of slow internet. Don’t you want to video chat with your son or daughter in the military abroad or your cousin in Oregon?

     6. Computers: Whether you are using Apple or a PC, many of the programs today need to be online to operate. There are also updates and remote access that allow users to get help from abroad. Not available in Palau.

    7. Commerce: How many times are you not able to get cash from ATM or use a credit card? What impact does it have on tourist spending more money in Palau? With no access to money, the economy suffers.

     8. Government: Need to send documents, book travel, use Cloud based operation systems including accounting or integrate Palau’s government operations? Not going to happen without good internet.

     9. Knowledge: Education could benefit greatly from internet. Remote teachers and lecturers, access to the world’s knowledge and just helping to bring our students into the real world.

     10. Media: Want to share Palau’s culture and current events? Without fast internet, we cannot stream radio or TV programs, send news stories internationally or develop a film and television production industry.

     11. Price: Our neighboring islands can get a 10 MB connection for $39.95. In Palau, a 1MB connection cost over $1,000.00. Sure it will take time for the price adjustment to occur but in the long run it will pay off. 

     12. Entertainment: We all just want to watch YouTube videos, movies and have access to music, games, and more. We want to surf the net and have access to the rest of the world.

     Now I realize that if you are in public office, negatives are not the way to get re-elected so here is that positive spin. If Palau obtains real internet then:

     1) Voters have better access to health care and lives are saved.

     2) Voters need fewer off island referrals for medicine.

     3) Voters have better education. 

     4) Voters have more money from high value tourism.

     5) Voters witness more efficient government.

     6) Voters have better communication with family and friends.

     7) Voters have access to global media.

     8) Voters get reduced internet prices.

     9) Voters can get money from the ATM when they need it.

    10) Voters have more to do reducing crime.

    11) Voters have better access to NGO’s and funding.

    12) Voters get to have fun with the internet.

                The citizens of Palau could greatly augment this list but the bottom line is that without being connected to the modern world, we cannot participate. Worried about price, well, Palau has always had two price points, locals and tourists. High value tourists just want access at any price so let them carry a large part of the burden. Leaders of this nation, please help bring Palau into the 21st century and support a fiber optic cable while we have the chance.

Palau's chance of having faster internet connectivity by hooking into the one-time SEA-US Cable Consortium appears bleak after the Olbiil Era Kelulau (OEK) or the National Legislature, failed to act on the Belau Submarine Cable Bill (BSCC Bill) before the July 31, 2015 deadline.

President Remengesau has stated in a letter to the Senate leadership, that the measure needs to be approved by the aforementioned date for Palau to take advantage of the opportunity.

"MicroPal and the Office of the President are working diligently on the issues with the ADB and SEA-US, however, internally, we, national leaders need to work closely and swiftly to ensure that we do not miss out on the opportunity that will no longer be available after the August 31 deadline." the President said in his July 24, 2015 letter to Senate President Camsek Chin and EPUI Committee Chairman Senator Joel Toribiong.

"ADB has indicated that in order to be in the advanced stage of loan approved and in a position to receive ADB Board approval for the loan in September, then the BSCC bill will need to be signed into law by the end of July 31," he added.

The President said prompt action would have made the opportunity viable.

"I acknowledge that this is a tall order for us national leaders, but I would like to remind you that even if this piece of legislation is signed into law by the end of this month, we, national leaders, will still need to pass another piece of legislation during the course of August in order for the ultimate selection of the SEA-US option for any deposit payment to be made," Remengesau said.

"To summarize by passing the BSCC Bill you will not be giving up any of your political power to further review the SEA-US option during the month of August," he added.

The President said for Palau to secure a place with the SEA-US, the country and FSM will need to make a combined non-refundable deposit payment of $3.2 million, in which Palau will put $1.6 million or 50% of the amount. The deposit payment need to be made by August 31, 2015.

SEA-US is set to imminently begin construction of a state of the art submarine fiber optic cable from Asia to the west coast of the United States (US) via Guam.

The cable between Asia and Guam will pass directly north of Palau and Yap and allow cost-effective and quality individual spurs to connect each territory in the main cable line. 

SEA-US is made up of first rate telecommunications providers--namely Telin (Indonesia), Globe (Philippines), GTA (Guam), Hawaiian Telecom (USA) and RTI International (USA).

They have contracted NEC of Japan to build the entire cable system for SEA-US, which is critical in ensuring best in class engineering and construction.

Remengesau said the MicroPal (Palau) team that he tasked with identifying an appropriate submarine fiber optic cable project has been working diligently with their FSM counterparts on evaluating various options.

He said that after careful deliberation, the MicroPal team has informed both President Christian of FSM and himself that the best option forward to connect Palau and Yap is with the SEA-US Cable Connection.

According to the President, the MicroPal team has been working and negotiating with SEA-US since early April.

Remengesau said that recently they have been given cost information for the capital expenditures (CAPEX) for the SEA-US project and Palau would incur approximately $20 million in CAPEX  for an all-in price including water-based infrastructure, and land-based infrastructure, and even essential spare parts for future use which would reduce expenditures on such parts in the future while ensuring quick repairs to minimize service disruptions.

With lack of action from the Senate EPUI Committee chaired by Senator Joel Toribiong, it is most likely that Palau timetable a have a submarine cable connection for Internet connectivity will be moved for another time at a higher cost to the country and its people.

(922) JAPANESE IMPERIAL COUPLE MOURNS, PAYS RESPECT TO WAR DEAD (Island Times April 10, 2015)



THE JAPAN Imperial couple yesterday mourned and paid their respects to those who paid the ultimate price in fierce battles on Palau during World War Two.

Palau was the scene of some of the heaviest fighting of the war. On the island of Peleliu, the Japanese withstood an American seaborne invasion for more than two months at a cost of more than 10,000 lives. The Americans lost more than 1,500 soldiers in that battle.

In the lesser known, but nonetheless costly Battle of Angaur, the Japanese lost more than 1,300 servicemen. American dead on Angaur totaled 260.

"During World War II, fierce battles between the United States and Japan took place in this region, including the present Republic of Palau, resulting in the loss of countless lives," Emperor Akihito said during a reception at the Ngarachamayong Cultural Center on Wednesday. 

"We are here in Palau to mourn and pay tribute to all those who lost their lives in World War II and reflect on the hardships suffered by the bereaved families," he added.

Emperor Akihito and Empress Michiko offered prayers and flowers at Japanese and American war memorials on Peleliu at the conclusion of their two-day visit to Palau.  The Imperial couple was here to commemorate the 70th anniversary of the end of World War Two.

After flying in aboard a Japanese Coast Guard helicopter, the couple first went to the war memorial put up by Japan's government to those who died in the region in the war. 

The couple solemnly walked towards the concrete cenotaph, bowed deeply, before laying bouquets of white chrysanthemums at the memorial.

Then they turned their gaze towards Angaur and bowed their heads to pay homage to the fallen from the battle there. 

Afterwards, the couple spoke to Japanese veterans and soldiers' relatives who came here for the event. Among them was a Mr. Kurata who fought in the Battle of Angaur.

The Imperial couple was then transported to the American war memorial where they also offered silent prayers and bouquets.

Cheering crowds of locals and Japanese visitors lined the route taken by the Imperial couple. 

Afterwards, joined by US Ambassador Amy Hyatt, Rear Admiral Babette Bolivar, Commander, U. S. Pacific Command representatives, Guam, President Remengesau, Federated States of Micronesia (FSM) President Emmanuel Mori, Republic of Marshall Islands (RMI) President Christopher Loeak, Japan Ambassador to Palau Kazuhiru Kajiri and others, they walked a short distance down to Orange Beach, the site of the American landing during the Battle of Peleliu.

An official of the Imperial Household Agency said the Imperial couple was also brief about the government's search for the remains of Japanese soldiers on the island. Some 2,600 Japanese soldiers who fought on Peleliu remain unaccounted for.

Human bones believed to be the remains of six Japanese soldiers were recovered last month  from a cave in Peleliu. 

The Japan Imperial couple wrapped up their trip by meeting and speaking with some residents of the island state.

The Japan Imperial couple and entourage flew back to Japan aboard a chartered Boeing 767 of the All-Nippon Airways (ANA) late afternoon yesterday after a send-off ceremony at the Palau International Airport. 

  

  


















The Imperial couple did not seem to mind the hours of travel from Tokyo to Palau as they were all smiles to those who they meet. The Imperial couple met with some of the children chosen from the different schools who greeted them by waving flags of Palau and Japan.

According to the Yoshisada Higa, the driven of the vehicle in which the Imperial Couple rode with, the Imperial Couple were laughing and asked him to roll down the window so that they could wave at the people who are waiting for them to pass by from Airai to Koror.

"They were really happy with how the people welcomed them. When they see people in the streets in Airai carrying both Palauan and Japanese flag, the Emperor himself asked me to roll down the window so that they could wave at them. I am really honored and happy to have driven the Imperial Couple," said Higa, who has worked at the Japan Embassy since 1999.

From the airport, the Imperial Couple made a brief stop at the Palau International Coral Reef Center. Sources said that the Emperor himself insisted on shaking hands with the staff of the center before viewing the center's aquarium. The Emperor also had a brief talk with PICRC's C.E.O. Dr. Yimnang Golbuu.

After PICRC, the Imperial Couple then went to the Ngarchamayong Cultural Center, where they also met with Federated States of Micronesia President Emmanuel Mori and the First Lady of FSM together with Republic of the Marshall Islands President Christopher Loeak and the First Lady of RMI.

"The Republic of Palau, along with the Federated States of Micronesia and the Republic of the Marshall Islands, was a German colony up to World War I. After that war, the Treaty of the Versailles and the decision of the League of Nations placed those territories under the mandate of Japan. Palau became the site of Japan's South Seas Agency and many people immigrated there from Japan. By around 1935, more than 50,000 Japanese nationals --a number greater than the native population--had come to live on those islands," Emperor Akihito stated.

The 81-year-old Emperor added that more than 20 years have passed since Japan established diplomatic relations with the three countries of Micronesia.

"It gives me great pleasure to see that our relationship is deepening in the field of fisheries and tourism, in particular. It is my hope that Japan's exchanges with each country will further flourish in the future," Akihito stressed.

Palau, a former colony of Japan, is the site of one of World War II's fiercest battles in the Pacific. Some 10,000 Japanese soldiers were killed during a two-month fight in 1944 in Peleliu Island, along with 1,700 Americans.

Part of the visit of the Imperial Couple is to pay tribute to those who died in the war.

Currently, visitors from Japan fly to Palau aboard Delta Airlines, which has regularly schedules flights and Japan Airlines (JAL) which is doing charter service.

(870) ROBERTO HERNANDEZ -- Palau First FIDE Instructor (FI)






FIDE C. E. O. Mr. Geoffrey Borg visited Palau together with Casto 'Toti' Abundo in January 2014 to promote chess in schools and hold FIDE Trainers' Seminar in Palau in April 2014.

It was a very fruitful visit that started a bright future and vision of Palau chess moving forward and be known internationally.

In his 2nd visit, Mr. Borg hold a FIDE Trainers' Seminar that produced an FI (FIDE Instructor), 6 NI (National Instructor) and 7 DI (Developmental Instructor).

During the Seminar, Roberto prefers to sit in front of Mr. Borg as he always do whether in church, meetings and even at the FIDE Arbiters' Seminar that coincide with the 2014 World Chess Olympiad in Tromso, Norway, where he didn't get a front seat because he joined in its 3rd day.



During the written exam, the taking notes while Mr. Borg is  speaking, helps Roberto to top the exam. There is a time in high school that Roberto is always taking note while the teacher is talking. If the teacher don't allow taking notes while he/she is speaking, Roberto will still take notes with his eyes at the teacher while his hands are writing on scratch paper. He will transfer it later in the night to his notebook. That's why during tests, he can answer what his other schoolmates can't because some test questions are not mention in the book but mentioned by teachers during their lectures.  

After the exam, there is a group photo session for all participants who will be getting their respective I. D.s as FI, NI, or DI.
