      FIBER OPTIC BILL TO BECOME LAW
(President Remengesau to Sign it on Monday)



IN A PUBLIC comment today, President Remengesau, Jr., expressed that he will be signing the bill creating a Belau Submarine Cable Corporation into law on Monday, September 21, 2015. He expressed his gratitude to all that worked toward making this very important bill become a reality.
                Belau Submarine Cable Corporation took center stage in the political arena for the past eight months with majority block of the Senate, and EPUI Committee chaired by Senator Joel Toribiong holding on to the bill, citing a need for further study.
                The bill become a topic of public debate on various forums, from coffee shops, to social media, to radio talk shows and to public conferences, with majority of the people showing support for the bill.
                Timing and funding were two major factors inciting the debate. Timing due to the funding agency’s (Asian Development Bank) loan timetable, which is set for review and approval in December and the SEA-US Cable project’s commitment timeline, which was extended to the end of this month, September 30.
                SEA-US Cable, a consortium of telephone companies laying state-of-the-art submarine fiber optic cable to Guam from Indonesia and passing close to Palau, has offered an opportunity to Palau to join in but gave Palau a deadline to commit to the project “Funding through ADB is contingent upon fiber optic cable and internet service provision management. ..  be by a wholly separate entity and not PNCC”, according to the Conference Committee Report.
                Senate passed on September 9, their version of the House Bill 9-163-16S, HD3, SD3, CDI, which deleted the Belau Submarine Cable Corporation as the authority  to own and manage the fiber cable project and transferred the authority to Palau National Telecommunications Corporation (PNCC).
                It went beyond fiber optic to expand the role of PNCC to permit and regulate all other telecom providers in Palau. House rejected the Senate’s version and bill went to Conference Committee, made up of the Senate EPUI Committee members, Senator Joel Toribiong, Senator Mark Rudimch, Senator Mlib Tmetuchl, Senator Philip Reklai and Senator Mason Whipps and House Committee of the Whole which included all members of the House.
                The report from the Conference Committee retained Senate version and the members that signed the report included Senators Joel Toribiong and Mark Rudimch, and Mlib Tmetuchl. Senator Philip Reklai signed with reservations and Senator Mason Whipps did not sign.
                House members of the Committee all did not sign except for Delegate Mario Gulibert. With this, the report was not adopted and was referred back to both Houses.
                During Senate Sessions on September 15th to discuss the bill, Senator Surangel Whipps, Jr. made a motion to create a new committee to deal with the matter since the first committee failed.
                The committee was made up of Senators Rukebai Inabo, Raynold Oilouch, Philip Reklai, Uduch Sengebau Senior, Mason Whipps, Surangel Whipps, Jr. and was chaired by Senator Hokkons Baules.
                The new Senate Committee joined the House Committee of the Whole and they approved the original version of the bill, reinstating the BSCC as the authority to own, manage and procure fiber optic cable to Palau.
                The new draft also reinstated other important parts of the bill including having the Minister of Finance as the initial incorporator of this corporation.
                This means that the work on the financing and contracting can begin immediately while new board members are still going through the appointment and approval process so that the project timetables can be met.
                Also restored is the language that states that this will not be issuing stocks but “provided that in 10 years the government may consider privatizing this corporation or establishing a public-private partnership.
                The bill added appropriation of $410,000 to secure Palau’s interest in the fiber optic submarine cable. This would enable Palau to secure its interest on the SEA-US Cable project.
                This new Conference Committee version of SB 9-163 was signed by all the members of the committee of both Houses.
                After heated contest in the Senate by original Committee members, Senator Hokkons  Baules, Senator Rukebai Inabo, Senator Uduch Sengebau Senior, Senate President Camsek Chin, Senator Mason Whipps, Senator Philip Reklai and Senator Surangel Whipps, Jr. adopted the Conference Committee Report and voted to accept the bill.
                The bill is set to become law on September 21, 2015 upon signing by President Tommy Remengesau, Jr.




THE OEK in one session day passes 2 major pieces of legislation with the approval of the milestone Belau Submarine Cable Corporation and the Fiscal Year 2016 Budget.

The chances for Palau to acquire an undersea fiber optic cable moves us closer to reality following the Obiil Era Kelulau's approval of the bill to establish the Belau Submarine Cable Corporation (BSCC) on September 15. President Remengesau is expected to sign the bill early next week.

 The bill, HB No. 9-163-16S, HD3, SD3, CD1 cleared OEK after one of the biggest policy battles of this Ninth Constitutional Government with bill's senate opposition putting

   CHRISTOPHER KITALONG JOINS
            2015 RAPID CHESS TILT;
         Cyril Leads, Still Undefeated 

               He’s been inactive to competitive chess for 6 months but he’s willing to fill in the 18th spot of the ongoing 2015 Palau Rapid Chess Championship this Sunday, July 26 at Bethlehem Park starting at 2pm. The current chess event started with odd number of only 17 players. The No. 17 (Edmond Barayuga) had a bye and got an easy whole point. In the 2nd round, it’s another bye for player who doesn’t have an opponent.

On July 23, 2015 at 11am, Roberto was able to talk to Christopher Kitalong and he agreed to take the 18th spot and start with a 0-2 win-loss slate. He will play 2 games on Sunday, July 26 with his 3rd round opponent Josef Karlo Moyet.

                A TOTAL of 17 players have registered in the 1st 2 rounds of 2015 Palau Rapid Chess Championship. They are 1. Roberto Hernandez 2. Cyril Montel, Jr. 3. Jeff Balbalosa 4. Bernardo Garcia 5. Paquito Suringa, Jr. 6. Dennis Gonzales 7. Nilo de Jesus 8. Eugene Labarda 9. Gonzalo Escapatoria 10. Manuel Mahor, Jr. 11. Glen Navarroza 12. John Mark Tamayo 13. Arnolfo Inres 14. Allan Alcid 15. Josef Karlo Moyet 16. Sofronio ‘Pons’ Mahor and 17. Edwin Barayuga.
                Writing chess notations is optional in this kind of time control –25 minutes for each player to finish the game with 10 seconds increment. Roberto asked those players who want to write their moves. Only Cyril and Eugene asked for score sheets but they did not finish writing them to the end with Cyril stopping before the 10th move while Eugene stopped writing when he blundered away his queen.
Cyril toppled M. Mahor, Jr. so did Jeff against Glen. It is a draw between Paquito and Arnolfo. Dennis outwitted Allan, Nilo clobbered Josef and Gonzalo nipped Sofronio or Pons. No. 17 Edwin Barayuga had a bye while the longest game of the round between Bernard and John ended in a draw when John missed the winning move of putting his king in front of Bernard king to get the opposition.
Because the number of participants in the Open division is odd (17), no. 17 Edwin Barayuga got a bye (a win). He played against Jeff at Board 3 while Allan and Bernard squared off at Board 4 for another draw by Bernard. Arnolfo collected his first whole point by outsmarting Tamayo. Paquito got 1.5 points also by touting Dennis and finally, Labarda and Jun Mahor drubbed Glen and Josef at Board 7 and 8 respectively.
Josef will have a bye in round 3, (July 26). If Felix Oling will agree to be included in the tourney but had to concede the 1st and 2nd rounds, he will be playing against Josef. Upon talking to Felix, he said to Roberto that he is not joining. The 18th spot is still open for somebody who will accept a 0-2 start. KITALONG DID! 
           
The Women and Junior Division are now one Division with Angie Parrado sweeping Joan Gemota and Baby Edna Mission for a perfect 4-0 start. Ultei Surangel is skipping this tilt. Robert Sola did not show up but Roxanne Parco and Kyarii Sisior are present. Destiny and Angelil Sisior are still on vacation in the Philippines while Gladys Anne Paloma and husband Rafael will skip also this tilt due to the pregnancy of Gladys.
Round 3 on Sunday, July 27, will fit top seed Roberto vs. Cyril, who did not make it to Guam Invitational Open because of USA Embassy problem with issuing visa. Tito Cabunagan is the only rep of Palau and he has beaten CM Jonathan Nulud (Guam). The organizers decided not to include Tito in the ongoing tourney because he will still proceed to Philippines for the continuation of his vacation after the Guam stint.

(899) ALGEBRAIC CHESS NOTATIONS (TBN-March 02, 2015)



: 8TH ROUND GAME—TITO VS. ROBERTO IN ALGEBRAIC NOTATION
              This game is the breakthrough of writing the correct Algebraic notation for Tito Cabunagan, left. He will represent Palau in the 2015 Oceania Zonal Chess Championship in Sydney, Australia together with Angelica Parrado and maybe Baby Edna Mission on July 04-10, 2015.

       ALGEBRAIC CHESS NOTATIONS
  

                 CHESS notation is a wonderful invention – a time machine that allows us to enjoy games of all eras, even those played hundreds of years ago. In this 628th edition of Chess Mate, we will see one of the first chess masters, Gioachino Greco, in action.
                While Greco is credited with developing some gambits, his main contribution to chess was to publish witty collections of games that illustrate his theories.
                Greco considered the following one his best games. It is against an unknown player in the year 1619 (!) in Rome…
                1. e4 b6 2. d4 Bb7 3. Bd3 Greco often preferred developing his Bishop to d3 rather that c4 or b5. As the game progresses, you will see that this piece is perfectly placed …f5 Black offers a pawn to break up the enemy center. 4. exf5 White accepts the pawn, and the fireworks begin!  …Bxg2 5. Qh5+ g6. It is interesting that hundreds of years after this game was played, all of the moves so far are still considered “by the book”. If you were not aware of the date, you might believe that this game was from the Hypermodern movement of the 20th century. 6. fxg6  Nf6 Black gets greedy and loses immediately. The typical continuation is 6. …Bg7 7. gxh7+ Kf8 8. hxg8=Q+ Kxg8 9. Qg6 (or Qg4) Bxh1 and Black has a reasonable game. 7. gxh7+ Nxh5 Gleefully seizing the enemy queen, but not seeing the danger. 8. Bg6 mate. EVEN AFTER FOUR CENTURIES, SOME GAMES CAN STILL ELICIT A SMILE!
                At that time (1619), the English notation is being used. Things are getting modern and the Algebraic notation is being used now worldwide. English notation is now thing of the past.
                But some Palau chess players are combining the English and Algebraic notations especially during capture. Notable players to do this are NM Menandro Manuel, Tito Cabunagan, Jose Celiz, Elizalde Madrinan and Mohammad Manik Hossain.
                In the recently concluded 2014-2015 Palau National Chess Championship, Manuel has improved a lot and used the Algebraic notation all the way.
                Senator Surangel Whipps, Jr. writes Algebraic notation better than 70% of the 2014-2015 PNCC participants. His game's notation against Manuel Mahor, Jr. shows how knowledgeable he is in chess notations.
                Tito Cabunagan, noted that he will follow Algebraic notation in this tournament when Roberto criticized his notations. But he still doing the same and worst! In his game against Cyril Tomas Montel, Jr., he wrote on the 4th move KNf6 instead of the usual and effective Nf3 because he is handling the white pieces. He's still thinking that the Knight is in the king side so he adds K and HOW CAN THE WHITE KNIGHT REACH THE f6 in the first move? In the 14th move, he wrote 14. QRb1 KRd8 15. Be3 KNd5 16. QNxN KRxN 17. KRG1 QRd8     20. QxQ NxQ   22.  ... BxB 23. NxB    28. RxR h4xR. The worst thing beside this is... he's written 30 moves but Cyril's record had 33 moves!  Actually, their game lasted 34 moves.
              Since 2009, Roberto never had Tito's notation as his referral for all his games. It's always the writings of his opponent that he relied to get the accurate notations. Jeff Balbalosa suffered the same experience in recording Tito's games (in the 2014 Micronesian Open).
                Roberto has recorded to Chessbase all but one of 84 games of 2010-2011 PNCC (Nov. 14, 2010-Feb. 13, 2011). That one game (Tito vs. Angie Parrado) took dozens of hours for Roberto to figure out Tito’s notation but to no avail.                 When Roberto and Tito played their 8th round game in Dec. 04, 2014, Tito was obliged to write Algebraic notation when Roberto asked him, “Please correct your notation first before your next move. You’re writing in English notation when there is capture.” Since then, Tito’s notation is now perfect… just in time to be prepared in representing Palau in the 2015 Oceania Zonal Chess Championship in Norths Sydney, Australia on July 04-10, 2015.

The beautifully-designed certificates by Jeff Balbalosa in gold and silver frames. Almost half of the participants didn't make it in the Awarding Ceremony on Jan. 25, 2015 - the last Sunday of 2014-2015 Palau National Chess Championship that started in Nov. 16, 2014.

At the bottom part of the certificate are the logos of the sponsors -- FIDE, Palau Chess Federation, Surangel and Sons, Philippine Honorary Consulate Koror, Palau, where Eric is the Honorary Consul, and Kasparov Chess Foundation (Asia Pacific).

THE TROPHIES ---3 each for Top 10 Division, Open (Swiss) Division, Women's and Junior Division. Names of the winners are listed in front together with their placings and divisions. The Palau Chess Federation logo is at the right side while the Kasparov Chess Foundation (Asia Pacific) is at the left side. The FIDE logo is at the left side of the name of the winner while the logo of the event --2014 National Chess Championship Nov. 16, 2014 - Jan. 25, 2015 is engraved at the right side of the beautiful trophy, which is also the logo of the polo shirts given to all participants.

The shy 4th placer in the junior division, newcomer Robert Godwin Sola. He's just a point shy off 3rd placer Ultei Angelie Surangel. At first, he doesn't like to write chess notations but Roberto, left, insisted that he should learn to write Algebraic notation during games and that someday, he would thank Roberto for insisting this beautiful art of preserving chess games even in the early part of a player's chess career.

Gonzalo Escapatoria, Jr., middle, got his first chess title in Palau after topping the Open (Swiss) Division. He finished last in the 2012 PNCC in the Top 8 double-round robin format. His only win was against Roberto Hernandez, right, where they shortened the 90 minutes + 30 seconds increment time control to 45 minutes + 30 seconds increment so that Roberto will not be late at his work as musician at Palau Royal Resort from 6-11pm. The part of the ceremony that Jeffrey Balbalosa enjoyed the most -- eating time. Some players (esp. those who won cash prizes) bring in some snack foods. Paquito, right, was able to play only 3 games in the 2014 PNCC.. His other 6 default losses were not listed in the latest FIDE ratings of Palau players. He lost to Roberto, left, but drew with top seed Menandro Manuel and on the final day, he defeated 10th seed Rafael Paloma to earn 6 rating points and currently no. 6 of Palau due to Menandro (No. 1)and Jose Celiz (No. 4) absence.
