12 REPS OF PALAU TO 2019 OZCC IN GUAM;
       2019 PRCC TO START MARCH 03

Originally, there are 33 players that are interested to join in the 2019 Oceania Zonal Chess Championship in Guam on Feb. 17-24 but only 12 made it. They are Palau Chess Federation President and Delegate Eric Ksau Surangel Whipps, Tito Cabunagan, CM Cyril Tomas Montel, Jr., WFM Angelica Parrado, Dennis Gonzales, Ksau Anthony Flores Whipps, Remrel Dizon, Angelil Sisior, Destiny Sisior, Kayah Iblai Flores Whipps, Reece Reklai and Mohammad Manik Hossain, who will proceed to Japan to participate in the prestigious Tokyo Marathon on March 03.

                The newly elected President of World Chess Federation (FIDE) Arkady Dvorkovich visited the event that gave a big boost for the Oceania Zone’s chess development with financial funds to help all deserving federations.

                There are 10 players in the women’s division with top seed WGM from Australia Julia Ryjanova (2289) leading the way followed by the WFM from New Zealand Vjanla Punsalan (1951), Australian Rebecca Stones (1822), Guam’s Olga Szekely, WFM Parrado (1554), Guam’s Myra Ollet (1454), Angelil (1439), Destiny (1432), Kayah (1083) and Guam’s Grace Co Estur (no rating).

                There are 36 players in the Open division with Palau players Cyril seeded 12th, Tito—18th, Dennis—23rd, Ksau—24th, Remrel—25th, Manik—26th and Reece—28th. The top seed is GM Max Illingworth of Australia, whom I met in the 2009 OZCC where he doesn’t have a title yet. Some notable participants are 6th seed CM Elmer Prudente, where we met him at 2018 World Chess Olympiad in Batumi, Georgia. He’s got his CM title there while PNG’s FM Stuart Fancy is 7th seed followed by Enofre Efren Manuel of Guam whom I have drawn my game against him in 2014 WCO in Tromso, Norway.

                New Zealand CM Paul Spiller, the re-elected President of Oceania 3.6 Zone is seeded 9th while at 10th is FM Shaun Press of PNG. CM Leon Kempen of Australia, a regular participant in all Oceania Zonal, is seeded 11th. Rudolph Soriano, Elias Tirador and Malcolm McFarland, all from Guam, are seeded 13th-15th respectively. I and McFarland were both team captains in 2018 WCO. He’s got a National Instructor title there after attending Trainers’ Seminar.

                CM Rogelio “Roger” Orio of Guam, President of Guam Echecs, is seeded 16th while another player from Australia, CM Aurel John Buclu is 17th. The 29th-36th seeded players from Guam are all unrated.

                As of 7th round, Max is still undefeated with 6 points. Cyril has 3.5 points, Dennis and Ksau—2.5 points  each; Remrel (2), Manik (1) and Reece (1.5) had a BYE for an automatic 1 point score.

                The 2019 Palau Rapid Chess Championship will commence on March 03 till March 31 in this 9-round Swiss system event. Tito will be assigned as the Chief Arbiter for the next 2 tournaments in Palau for him to obtain an FA (FIDE Arbiter) title within this year. The time control is 15 min. + 5 sec. increment. The registration fee is $10.00 if paid already of one year membership fee of $20.00. There will be 2 games every Sunday except the last Sun. where there would be only 1 final round game and awarding will ensue.

           WINNERS OF P.M.A.
          CHESS IN SCHOOL'S
      1st BATCH AND 2nd BATCH

ON THURSDAY, May 24, 2018 I was invited to attend the awarding ceremony of Palau Missionary Academy in Airai that includes also the awarding of medals to the winners of PMA Chess in School’s 1st and 2nd batch. I have donated 6 medals, in which 2 are my medals in participating in Palau local tournaments. It’s a sort of “recycle” medals while the 2 chess magazines are from 2016 World Chess Olympiad in Baku, Azerbaijan—“New in Chess” featuring the comeback of Garry Kasparov and the 2014 Chess Yearbook of FIDE.


            I have taken photos of outstanding students in different fields. Some Chinese, Koreans, Japanese have received recognitions in a variety of collective talents. My former chess/piano student Dichem Tmechtul is late and got her certificate later. Also Nobu Yano, the younger brother of my former piano/chess student Jasmine Yano. He’s grown up big that he is maybe taller than his parents.

                When the awarding for the chess winners was announced, Principal Abner Sanchez called me to award the prizes together with Math/Chess teacher Jennifer Angeles. She was one of the exam takers that passed the Arbiters’ Seminar conducted by IA/IO Jamie Kenmure in May 2017 together with me (No. 1), Angie Parrado (2nd), Tito Cabunagan (3rd) and Jennifer.

                In the 1st Batch of PMA Chess in School, 16 students participated—1st (Champion) Lancy Lazarus with 14.5 points followed by Reece Reklai, who’s got 14 pts. He joined the Junior Division of 2017 Palau National Chess Championship and finished 2nd likewise in his division. Principal Abner awarded him the silver medal that he didn’t get during the awarding of prizes for the 2017 PNCC.

                Third place goes to Carlos Hans Manuel (11 pts), while 4th is Blossom Richard with Yumi Sadao (5th), Kazumi Chibana (6th), Lincoln Kikuo(7th), J-Lyn Singeo (8th), Yangi Senior(9th), Julianna Quintanilla (10th), Jaymee Remoket(11th), Seth Paulus (12th), Kukumai Ueki (13th), Turang Marino (14th), Moriama Tucker (15th), and 16th Luka Ngirailild.

                 In the 2nd Batch, Ksau Anthony Whipps topped the 9-player batch with an unbeaten record of 15 wins and a draw (against Japanese girl Himari Tono, who finished 3rd) followed by Secheriang Senior.

                   Geoffrey Borg, right, visited Palau in Jan. 2014 with Asian Chess Federation Deputy President Toti Abundo, prior to the 2014 World Chess Olympiad in Tromso, Norway. He came back in April of the same year to conduct FIDE Trainers’ Seminar where 14 local chess players gained FI, NI and DI titles. These titles are needed if anybody would like to be team captain in World Chess Olympiad. Kema Goryaeva, left, will be the Registration and Accreditation Officer for 2 Olympiads in a row (2016 Baku, Azerbaijan and 2018 Batumi, Georgia Chess Olympiads).

KEMA Goryaeva, the same lady in-charge of Registration and Accreditation in the 2016 WCO in Baku, Azerbaijan, is the same in-charge of this year’s World Chess Olympiad in Batumi, Georgia. The following is her email to me which I forwarded to the other members of Palau Chess Team:

To proceed with the participation in the Olympiad, you are kindly requested to create an account in the Batumi Chess Olympiad Registration System. Your account will be used for: 1. Registration and accreditation of participants 2. Accommodation inquiries and 3.Travel information submission.

All information collected by the Batumi Chess Olympiad Registration System will be solely used for the purposes of organization of the Olympiad and the best possible service of your accreditation, accommodation and transportation needs. In order to create your Federation’s account and be enabled in the registration system, please follow the steps below:
Step 1 - Create your account Visit official website http://batumi2018.fide.com and click the Registration link. In the next page, click Create account link at the bottom. Here you are required to complete NameSurname, your email address and your desired password for the system.

Step 2 - Activate account After completing Create account form and clicking Submit you will receive an activation email. This email includes an Activate your account link which you need to click. After successfully activating your account, you will receive a confirmation email.* Please make sure to also check your Spam folder and move the email to inbox if you find it there, in order to properly receive all future correspondence.

I have printed the 25-page invitation from the organizers for future reference.

The final round of 2018 PRCC will be played this Sunday, April 29th with Bobot Tan already clinched the title with another perfect slate when he defeated Mohammad Manik Hossain last week. My last opponent is Morton Sawaichi; Angel Magno vs. Cyril; Leif vs. Jennifer; Bheng vs. Kitalong and Angie will have a BYE.

 In the Junior Division, Angelil Sisior and Gian Gabriel Claronino are fighting it out for the top spot with Angelil having to win her last 2 games vs. her younger sister Destiny and my piano/chess student Nicholas Nehez. Gian needs to win also over Destiny to get a chance at the title. Awarding of medals will commence after the 9th round is finished. 

Meanwhile, at the PMA Chess in School 2nd Batch Blitz Chess Tournament, top seed Ksau Anthony Whipps clinched also the title with a round to spare having won all of his 15 matches and drew one against Japanese girl Himari Tono (8 wins, 2 draws, 3 losses), who is currently in 3rd place trailing Secheriang Senior (10 wins, 4 losses). The last few games will be played on Monday, April 30.

        Ksau Anthony Whipps, 2nd from left, has been Palau Junior Champion in 2013 and represented Palau in 2013 World Youth Chess Championship in UAE. Since then he’s been inactive. Not anymore. He’s one of the participants in the 2nd batch of PMA Chess in School to start its blitz tournament on Monday, April 9, 2018. He almost lost a practice game here against Japanese girl Himari Tono.        BOBOT LEADS 2018 PRCC;
   CHESS IN SCHOOL 2ND BATCH
            STARTS APRIL 9;
       PALAU TEAM TO BATUMI 
                  CONFIRMED

            THE 1st and 2nd round of 2018 Palau Rapid Chess Championship at Ernguul Park on April Fools Day and Easter Sunday has a total of 22 players who participated  with 15 in the Open Division and 7 in the Junior Division. In the 1st rd. Tito Cabunagan whips Mohammad Manik Hossain; 2nd seed Cyril Tomas Almitante-Montel subdued Bheng Codinera Mendoza; I mated Glen M Navarroza in 34 moves of Danish Gambit; 4th seed Bobot Tan nipped the come-backing Christopher Kitalong; Angelica Morales Magno upset 5th seed Rustum CabusoMorton Sawaichi scored a victory over Angie Sisior after 13 years of being inactive! Angel Salvadora drubbed Leif Toribiong and Jennifer Tubtub Angeles had a bye for 1 point.



           In the junior division, my piano/chess student Nick Nehez clobbered Aome Angeles; Angelil Sisior drew with Gian Gabriel Claronino; Kyarii Sisior defeated Michael  Gulla and top sèed Destiny Sisior had a bye. Angelil Sisior lost to Destiny in the 2nd rd. Michael Gulla scored a point over Nick; Gian Gabriel won over Kyarii Sisior and Aome had a bye.The 3rd round pairing (April 8) will feature K. Sisior vs. D. Sisior; Nehez vs. Claronino; Angeles vs. M. Gulla  A. Sisior –BYE.


          In the 2nd round of Open section, the top 4 seeds scored victories (Tito over Glen, Cyril def. Kitalong, me defeating Manik in 55 moves of Sicilian Defense (Najdorf variation) and Bobot Tan rips Morton respectively), Rustum suffered another loss to Jennifer; Angie took the measure of Bheng, Angelo beats Angel and Leif had a bye.


         I was able to get the pairings of the 3rd round and Tito vs. Bobot was played with the latter prevailing for another perfect start. Rustum lost another one to Glen for a rare 3-loss start. Manik gave Bheng $5.00 to play their 3rd round game and he prevailed for his first win. Kitalong will have a bye in the 3rd round. Me and Cyril decided to play our game next Sunday as there's no more time as I have to teach Kyle Soriano guitar and have to attend the Evangelistic Night at Pentecostal Missionary Church of Christ (4th Watch) Palau Locale at 7:30 pm. The other 3 matches of the Open section are Salvadora vs. Parrado; Toribiong vs. Angelica Morales Magno and Morton Sawaichi vs. Jennifer Tubtub Angeles.


          THE 2nd BATCH OF PMA CHESS IN SCHOOL TO START BLITZ CHESS TILT ON MONDAY, APRIL 9, 2018 with 9 PMA students joining including 2013 Palau Junior Champion Ksau Anthony Whipps.. The others are Zachery Maleskey , Ethan Naruo , Shem Paulus , Secheriang Senior, Jerlyn Singeo, Himari Tono, Mara Van Tassell  and Alfons Roberto. The Swiss Perfect file for this was made by me and submitted to Jennifer Angeles for this double round-robin event. It’s only up to 9 rounds with the 10th-18th rounds to be played with the reversed color of pieces for the players.


         The Palau Chess Team to 2018 World Chess Olympiad in Batumi, Georgia has now been completed after the election of Team Captains of both Open and Women has concluded. I conceded my candidacy as team captain of the Open section to avoid complications. This resulted to this 2018 Palau Team composition: 1. Delegate—Eric Ksau Surangel Whipps 2.                    During the 2017 Arbiters’ Seminar held in Palau in May 13-17 by IA, IO Jamie Kenmure, my first piano lesson to Yars Tmechtul, left, was cancelled due to her sickness. Nine months later, it was resumed while Omgi started her piano lesson a few weeks later. When I go to Saipan for 2018 PMCC Pacific Fellowship, Omgi and her parents are behind me in the line at the immigration in Guam in Feb. 22, 2018. There’s an intense interest of learning for kids if there is competition among them like what happened in March 07, 2018 where I teach them both at the house of Mr. Alex Merep, Omgi’s grandfather.          (Photo by Roberto Hernandez)




         PRACTICE/PAYMENT DAY ON
   MARCH 25, 2018 AT ERNGUUL PARK

                THE WEEK prior to the Opening Day of 2018 Palau Rapid Chess Championship was designated to be the practice/payment day of the event. The fee is $5.00 for registration and $20.00 for one-year membership to PCF. The NO PAY, NO PLAY Policy will be implemented.

                The World Chess Federation (FIDE) is always sending PCF the following statement every year which I always fill-up because I have all the records regarding the information they required… 


Dear Mr. President, We bring to your attention an extract from the FIDE Handbook, A01. FIDE Statutes, Chapter 02 – Membership."2.4. The members must acknowledge and observe the statutes, regulations, resolutions and decisions of FIDE. They are also obliged to pay the membership fees and the other FIDE contributions fixed by the General Assembly at the designated time. 
Moreover they are obliged to support FIDE actively in all chess activities. Each member federation is required to send to the Secretariat any changes in its address or officers within one month of such change. Each member is required to send to the Secretariat at the latest by April 1st of each year a report containing the following information:  
          a. the name, address and email address of the Federation;

b. the name and email address of the President (who, regardless of his title within the federation, shall be referred to as such within these Statutes and any other FIDE regulations);

g. the numbers of players belonging directly or indirectly to the federation on January 1st of the year in question, or, if this is not possible, at the end of the previous fiscal year;

When a federation does not supply the data mentioned in sub (g), the Secretariat shall determine the number of members, after consultation with the President of the Zone. The same procedure shall be applied when the data given by the federation contains obvious mistakes.

2.5. Members not fulfilling the duties mentioned in Art. 2.4 may be temporarily excluded from FIDE by a decision of the General Assembly/Executive Board/Presidential Board and permanently excluded from FIDE by a decision of the General Assembly."
