ELUSIVE FIRST WIN

PALAU REPS TO ZONAL WITHDREW
IF IT'S NOT meant to be, it will not be. With many hurdles and lack of time, the 2 representatives of Palau to the 2011 Oceania Zonal Chess Championship Roberto Hernandez and Mohammad Manik Hossain decided to skip this biannual event.
The hard decision was made by Hernandez on Jan. 04 (Tuesday). In his email to New Zealand Chess Federation President Paul Spiller and Oceania Chess Confederation President Brian Jones, Hernandez noted:
"Dear Paul and Brian, I'm very sorry that we will not be able to make it to the inaugural Oceania Chess Confederation meeeting and Oceania Zonal Chess Championship. The Palau Royal Resort Management is not allowing me to use my 7 day offs of January as a sort of vacation.
My 10-day annual leave for this year is for the month of June or July and I decided to use it for vacation in Philippines for my daughter's wedding.
Mohammad Manik Hossain is also not allowed by his boss to go citing the difficulty in getting New Zealand visa because he's not been to Australia or New Zealand. It will take 20 days to get NZ visa if somebody has not been to Australia or NZ.
The airfare is also the main problem. We will just save those for 2012 World Chess Olympiad in Istanbul, Turkey.
Thanks anyway for your effort to help us. We appreciate it very much. Good luck to everybody. May they have the best of New Year 2011. Roberto
Brian responded with: "Dear Roberto, Sorry that Palau cannot attend the OCC meeting in New Zealand. Personally, I think it is very important that you attend your daughter's wedding! Keep raising money for future events like Istanbul.
Enclosed are some ethical guidelines for future reference. You should appoint a delegate for the OCC meeting. Maybe Jamie Kenmure if he will be there. If not give your proxy vote to me or one of the other delegates. Best wishes, Brian"
THE FOLLOWING IS THE ETHICAL GUIDELINES OF OCC: This document is written to help OCC Members. OCC will not interfere with internal matters!
1. Always pay your FIDE and Asian Chess Federation (ACF) accounts on time.
2. Pay FIDE and ACF by direct transfer from the Federation's own Bank Account.
3. Ask all sponsors to pay monies directly into the Federation's Bank Account.
4. Publish annual accounts for everybody to see.
5. Attend FIDE, ACF, OCC meetings personally whenever possible.
6. Provide written instructions to Delegate whenever possible.
7. If unable to attend meetings, give your proxy vote to other OCC member.
8. Act transparently, only accept gifts (financial or otherwise) without strings attached.
9. Only make gifts or provide or assistance to others without strings attached.
10. Do not promise favors or proxy votes to FIDE or ACF officials.
11. Support OCC voting policy decision in the common cause.
12. Let OCC know if you have real financial hardship issue.

New comer and replacement of Jimboy de Jesus --Jeff Balbalosa requested Hernandez to set some games for him on Sat. (Jan. 08).
Erstwhile top player of Palau Menandro Manuel is available and a match was set for him at 1:00 pm. After taking their lunch, Elizalde Madrinan and Hernandez played their official game and Hernandez made short work of Eli in just 21 moves of Sicilian Defence.
Balbalosa came as their game is about to end. While waiting for Manuel, Eli and Jeff played their official game and Eli scored his first point with a win in 32 moves of another Sicilian Defence.
In the middle of their game, Manuel came and watches their match. A smile to all the persons watching occured when Eli missed a mate in one that would have ended the game right away. It's his day off and he's taking his time!
Balbalosa is still winless as he succumbed to Manuel in 29 moves of another Sicilian Defence (Najdorf Variation. Manuel's winning streak of 7 continues as he demolished Eli in 24 moves of Ruy Lopez when the latter blundered away his knight on the 14th move.
Manuel was the first one to pay his registration fee of $50.00 for the rated division. Manik will add $10.00 to the previous $10.00 as he is vying for the top prizes.
Papua New Guinea's top player Joselito Marcos will donate $100.00 to the cash prize as promised by the generous gentelman whose ideas and advises about life is really something special.
Hernandez is very proud having him as a friend. A THOUSAND SO-SO FRIENDS ARE NOT WORTH BY A SINGLE JOSELITO MARCOS!
A total of $370.00 cash prizes are now at stake for the rated division. A meeting will be held to decide the amount's distribution.
Bhoey Gopez assured his sponsorship of at least 5 trophies when he talked to Hernandez on Saturday night at Breeze Bar of Palau Royal Resort.
In the resumption of play on Sunday afternoon, Tito Cabunagan deviated from a drawish position by perpetual check and squeezed out a win over Hernandez when the latter blundered away his out of place queen on the 23rd move and resigned on the 39th move of Pirc Defence.
It's the first official game of the duo after they represented Palau in 2010 World Chess Olympiad in Khanty-Mansiysk, Russia.
The first drawn game of the event was recorded when Tito and Jojo Escapatoria drew their game in 55 moves of Caro-Kahn Defence. The endgame of bishop-of-opposite-color could not make any progress although Tito is ahead by a pawn.
Tito missed a good move that could have won him the game as Jojo's queen will be trapped on the 25th move.
