2002 Palau Open champion Julius Torres captured another blitz chess title with an 8-2 win-loss card, edging 2002 All-Filipino champion Eddie Grefiel via tiebreak --Direct Encounter or winner over the other. The succeeding blitz chess tournaments in Palau were named after the Consul General for his gallant effort to promote chess in Palau.
