(1623) 3 AWARDING ON FEB. 10; BOBOT, JEFF, RUSTUM WON 2019 PBCC; My 27th Year in Palau Today 2/4/2019 (TBN-Feb. 04, 2019)



: FLAVIN ANDRES—INACTIVE FOR 13 YEARS
                  I invited Flavin “Matlab” Andres, left, to join the 2019 PBCC when I met him at Surangel’s Super Store. He’s been inactive for 13 years and I thought this is the right time for him to be active again. When he comes at the venue, he had the Tia Belau issue where I featured him with “Flavin Will Be Active Again”. He tried to solve the mate in two moves puzzle there but because the tourney started sooner, he was not able to give me the correct solution. He’s a little rusty but was able to score 4 points in 9 rounds. It’s amazing to note that all the players that he had beaten are women players –Baby Edna Mission, Allyza Igharas, Wakako Sisior and Jennifer Angeles! He is now the 195th FIDE rated member of PCF with an initial blitz rating of 1222.           3 AWARDING ON FEB. 10;
     BOBOT, JEFF, RUSTUM -- WON 
                       2019 P.B.C.C.;
           MY 27th YEAR IN PALAU
             TODAY (Feb. 04, 2019)

The long-awaited awarding of the last 3 major chess tournaments in Palau will finally be held at Eric Ksau Whipps’ residence in Malakal on Feb. 10, 2019 starting at 4pm. Among the recipients of medals and gift certificates are the top 3 finishers of the 1st Surangel Chess Team Tournament--champion Angelo Salvadora’s team, 2nd Cyril Tomas Montel, Jr. team and 3rd—Rustum Cabuso’s team.


                The 2018 PNCC Top 3 are Bobot Tan, Cyril and me. The recently concluded 2019 Palau Blitz Chess Championship concluded in Jan. 27 with record-breaking 36 participants.

 .             Bobot Tan dominated Palau chess in the last couple of years and did the same in the 2019 Palau Blitz Chess Championship held after being postponed twice on Jan. 27 at Ernguul Park. Jeff Balbalosa finished 2nd and Rustum Cabuso, 3rd among 36 record-breaking turn-out of participants. Angelo Salvadora is 4th while Cyril Tomas Almitante-Montel, Jr., Dennis Gonzales and Samuel Palingcod are tied from 5th-7th. 


                 Angelica Morales Magno was the total surprise of the event with 5.5 points for solo 8th place. Ten players are tied from 9th-18th with 5 pts.: Tito Cabunagan, Manuel MahorAngie SisiorManik HossainAngelito Mintar, Charley Patris, Remrel Dizon, Morton Sawaichi, Michael Adette Gulla and Rommel Ramon Gulla. Another 9 players are tied from 19th-27th: Gonzalo Escapatoria, Glen Navarroza, Jello AguarasDestiny Sisior, Gian Gabriel Claronino, Flavin Andres, whose been inactive for 13 years, Bheng Codinera Mendoza, Gian Paloma, and Brandon Kyle Soriano.


         Joan Gemota is at solo 28th with 3.5 points. Five more players are tied from 29th-33rd with 3 points each--Kyarii SisiorJennifer Tubtub, Aome Jacob Angeles, first timers Mary Jane Bojo and Jedidia Marinas. At 34th-35th are the other 2 newcomers Mary Grace Capili and Wakako Sisior. Without a point is chess neophyte Allyza Igharas at 36th.


       As per Board Meeting of PCF, a gold medal will be given to the top performing newcomer—my guitar/chess student Brandon Kyle Soriano. Another gold medal to the biggest improvement in the new FIDE rating (Standard) will be given to my guitar/chess/ukulele student Angelica Magno for getting an additional 80 rating points in the FIDE ratings list in January 2019.

                This is a very memorable 27th year in Palau for me as I’ve got 10-year USA visa in Feb. 2018 and used it right away within a week when I attended the Pacific Area Fellowship of Pentecostal Missionary Church of Christ (4th Watch)in Saipan and later in Batumi, Georgia’s 2018 WCO where there is no need to apply for Georgian visa if you have a USA visa. It is also the year that I was the Team Captain of Palau Women’s Team in the 2018 World Chess Olympiad in Batumi, Georgia where Palau got its first Woman FIDE Master (WFM) in Angelica Parrado’s conquest of scoring 6 points in 9 games for an outright WFM title and Palau’s 2nd Candidate Master (CM) title to Cyril Tomas Montel, Jr.

(1589) ROUND 9 OF 2018 WCO (Oct. 03, 2018) -- CYRIL GOT HIS CM TITLE; Arkady Dvorkovich--New FIDE President


REST DAY AFTER THE BERMUDA PARTY
     The 14-member Palau Chess Team hired a Mercedes Benz van for a trip around Batumi during the rest day of 2018 World Chess Olympiad after the traditional Bermuda Party was held at 10 pm the previous day. The male contestants thought that it's a joke when the announcer said, "The entrance fee at Bermuda Party is free for the ladies and $10.00 for men!" The bridge at the background in this photo can accommodate 1 small car at a time so we just took photos around the place. More photos were taken by me, left, using the small camera which is not allowed inside the playing hall. Cabuso, middle, got half point for drawing with Benjamin Hoareau (1820 rating) for his 1.5 points total in 9 games.

                  ROUND 9 OF 2018 
        WORLD CHESS OLYMPIAD--

          CYRIL GOT HIS CM TITLE;
                 Arkady Dvorkovich-- 
                 New FIDE President

         I informed Cyril Tomas Montel, Jr., Palau's top chess player in the last 9 years, that all he need is a draw to be the new Candidate Master of Palau in his game against Seychelles in the 9th round of 2018 World Chess Olympiad in Batumi, Georgia held on Oct. 03, the same date of election of new President of World Chess Federation (FIDE).

        Playing the lowest rated player of Seychelles at Board 1 with a rating of 1250 (to his 1882), Cyril played cautiously against Harisch Pillay and don't settle for a draw when he seized the initiative knowingly that he still got a shot at FM  (FIDE Master) title if he would win his last 3 games.

        At Board 2, Bobot Tan faces the highest rated Seychelles player Andre Stratonowitsch (2138), who crossed his 2 index finger, an indication that he is offering a draw to Bobot, who didn't realize this 'sign' of a truce. Me, likewise, didn't know this sign yet at the time that Andre told Bobot that he has offered a draw which he thought Bobot declined. He said later to Andre that he didn't know yet that sign and added, "Who am I to decline a draw offer from a highly rated opponent?" Anyway, with the loss to Andre, Bobot lost his chance for at least a CM title, needing to win also his last 3 games to have a total of 5 points and need to play 10 games.

        Angelo Salvadora scored his 2nd victory over the brother of Harisch Pillay, Ragul at Board 3 for the 2nd match win for Palau Open team. They nipped Antigua and Barbuda (3-1) in the 6th round and drew with Central African Republic in the 8th round.

        The Women's Team of Palau swept Togo with Joan Gemota whipping the only rated player of Togo Cosife Esse Akua (1355) to keep her shot at a WCM title intact. Angelil Sisior clobbered Claudia Eyram De Souza Ivana with Angelica Parrado, Angelil's mom, continued her search for Palau's first ever WFM title with a masterful conquest of Ave Maria Dzoglo Sename and the last game of the day for Palau Women team, in which I am the Team Captain, is between Angelica Morales Magno, my guitar/chess student in Palau, and Ama Edoh. 

        I am taking a close look at all their moves, with Angelica winning 2 pawns and having the initiative. With a few seconds remaining in Edoh's clock, she had played only 39 moves and about to get another 30 minutes if she would play her 40th move in the nick of time. She is ready to check Angelica's king for a perpetual check and a draw but before doing so, her clock expires! I immediately call the attention of the Match Arbiter FA Yildirim Yucel of Turkey and said, "Time"! in which he pronounced Angelica as the winner.
Adoh is very frustrated about it and let half point slips away or at least averted a shutout.

       It was the first win of Angelica as she won by default in Round 3 against Burundi where they have no player at Board 4, in which Angelica Parrado avoided to keep her shot at WCM and WFM title in sight. Her 2nd default win is against Sao Tome & Principe where we did the same thing--Angie at Board 3 and Angel at Board 4 without an opponent. It resulted in Angie getting a WCM title with 4 points in 6 games.

        While in the bus going back to our hotel (Oasis), Angel told me that she was shocked by the 39th move of Adoh but because she is in the attacking position, Adoh took a lot of time finding the right moves. And when she found the move that can save at least a draw, her time expires.



Arkady Dvorkovich elected FIDE President

Arkady Dvorkovich became the new FIDE President at the General Assembly in Batumi, Georgia on 3rd of October. 103 delegates voted for him, while former FIDE Deputy President Georgios Makropoulos received 78 votes, one vote was invalid. The third candidate Nigel Short withdrew his application during his final speech before the elections.

MALTA HAS A ROMANIAN, FILIPINA, MONGOLIAN IN THEIR 2018 WOMEN'S TEAM

                 SWEPT AGAIN 
         BY PANAMA AND MALTA 

There's a strange thing that happened before the start of our 2nd round game with Malta in the Women Section of 2018 World Chess Olympiad in Batumi, Georgia on Sept. 25 that started at 3 pm.

Our Board 2, our player Angelil Sisior is facing a WFM player that looks like a Filipina, and her real name is really Filipina, with Thornton as her family name.

There is still less than an hour before the start of the game so we have long conversation with the team from Malta. She is really a Filipina settled in Malta.

Their Board 1 player WFM Oana Pulpan Caruana, has a rating of 1863 and from Romania. Her opponent, our Board 1 player Joan Gemota (1346). She scored a victory over Joan.

Angelil Sisior bowed to Filipina as well as her mom Angie Sisior Parrado to WCM Uranchimeg from Mongolia and the only girl from Malta, Milena Stagno outplayed Angelica Magno at Board 4 when the latter can't sustain his tactical position.

 TEAM CAPTAINS IN PALAU AND GEORGIA
                        I and Tito Cabunagan will be the Team Captains of Palau Chess Team to 2018 WCO in Batumi, Georgia (Sept. 23-Oct. 07) with Tito spearheading the Open team while me, the Women’s team. Both of us are also Team Captains in the just concluded 2018 1st Surangel Chess Team Tournament with me leading the Yellow Team and Tito, the Teal Team. All the other Palau Chess Team members (Open), except Paquito Suringa, Jr. and Dennis Gonzales, are also Team Captains of that event—Cyril Tomas Montel, Jr., Rustum Cabuso, Angelo Salvadora, Leif Toribiong and Bobot Tan.

           


            INFORMATION FOR THE 
                     TEAM CAPTAINS

Tito Cabunagan and I are the Team Captains of Palau Chess Team to 2018 WCO in Batumi, Georgia. Chief Arbiter IA Takis Nikolapoulus sent a letter to all Team Captains that states:


from 23 September (Arrival) to 6 October 2018 (Departure). You will be provided in advance by email (which will be sent to you on 16 September 2018 by TAP) with detailed instructions and the unique password for every participating team, for the online registration of your team composition for every round of the tournament. Additionally you have to submit online and according to the instructions that the will be also sent to you the FIXED BOARD ORDER of your team (i.e. the exact order of the boards, where you want the players of your team to play in the tournament) until 21 September, 24.00 hour. 


In case of facing any difficulties you can send the FIXED BOARD ORDER of your team by email to the Chairman of TAP IA Werner Stubenvoll, at 
Werner.stubenvoll@liwest.at, until 21 September, 24.00 hour. 


        The captains’ meeting will take place on 24 September, at 09.30, at the Batumi Sport Palace (Playing Hall). Transportation from and to your hotels will be provided by the Organizers. Your participation in the meeting is very important, because all details of the Olympiad tournament will be discussed there.
The team pairings for the 1st round will be published on the websites (official website, chess-results.com, etc.) at 08.00, on 24 September. 


         The deadline for submission of the team compositions is at 10.00 in the morning of the day of each round. For the first round the deadline will be at 11.00 in the morning of the day of the round (24 September). For the last round the deadline will be at 24.00 in the night of the previous round (4 October).
The submission must be online, through Swiss Manager Program and according to the instructions and with the use of the unique password that will be given to every captain by TAP. In case of any problem an Assistant will be present in every Olympiad hotel from 09.00 to 10.00 every morning, to offer any help needed. Additionally, the captains will be provided with the TAP telephone number and will have the possibility to call the TAP members, should any problem arise in the registration of their team composition. In case that no team composition had been submitted by the captain for a specific round, the composition of the team shall be the Fixed Board Order (1, 2, 3, 4 boards) of the team. 


         Every round of the Tournament will start at 15.00, except the last round (5 October), which will start at 11.00.
The Zero Tolerance has been extended to fifteen (15) minutes. It means that the players have the right to arrive at their board up to (maximum) fifteen (15) minutes after the start of the round. If they arrive after fifteen (15) minutes from the start of the round they may be forfeited, according to the Laws of Chess.
Captains are allowed to have books with them (supposing that they are not chess books, the match arbiters shall check them) and photo cameras. Taking photos (with or without flash) will be allowed according to the tournament regulations (i.e. only in the first ten (10) minutes after the start of the round).
The captains have the right to arrive in the Playing Hall maximum up to two (2) hours after the start of the round (The players of the team have to inform the match arbiter accordingly). At the moment they enter the playing venue, they are not allowed to leave it and come back, before the end of the match of their Team.
They must wear their badges and their green cards and present them to any check. 


         Chairs for the captains will be next to the arbiter’s chair. The captains have the right to communicate with their players according to the Laws of Chess, as follows: The team captain must not stand behind the opposing team during play. If the team captain wishes to speak to one of his players, he shall first approach the match arbiter. The team captain shall then speak to the player in the presence of an arbiter, using a language the arbiter can understand. The same procedure shall be followed if a player needs to speak to the Captain. 



A team captain is entitled to advise the players of his team to make or accept an offer of a draw, following the draw restriction rule which is in effect for the Olympiad (30 moves must have been completed by both players) of the tournament regulations. He shall not intervene in a game in any other way. He must not discuss any position on any board during play. 


        The team captain may delegate his functions to another person, provided he informs the match arbiter of this in writing in advance.
As the 180 match arbiters from all over the world may not know the players and the captains of the participating teams, captains and players must wear their badges that they will receive from the Organizers, during the whole round. Additionally the captains will be given five (5) green cards by the match arbiter. The players and the captain of the team MUST also wear this green card during the whole round and especially when they are walking in the Playing Hall or visiting toilets, the smoking area, the bar area etc. The green card will indicate that their game is still in progress and therefore they are allowed to be in the Playing Hall. After the end of every game of the match, the player has to give his green card to the match arbiter and quit the Playing Hall (Analysis room is provided by the Organizers). After the end of the match the captain MUST receives back all the green cards (4) from the match arbiter, in order to use them (together with his own card) for the match of the next round. The captains must take care not to lose the green cards, as their number is limited and any loss may cause problems at the entrance of the players to the Playing Hall, as no player and captain will be allowed in the Playing Hall without his green card. 


        The captain (or the player who finishes his/her game last) MUST sign the match protocol, after checking the results of the games and the final result of the match written by the match arbiter. Before he leaves the Playing Hall he has to receive back all the four (4) green cards from the match arbiter.
In case any player of his/her team will be selected for a check according to the article 11.3.3. of the Laws of Chess and the Anti-cheating regulations (i.e. thorough check in a separate room, with private inspection of clothes, bags and other items of the player), he may be present, as a witness of his/her player.
        I believe that the captains play an important role in every Olympiad and their contribution to the success of the event is essential. The good co-operation between Captains, Players and Arbiters is necessary, for the success of the 43rd World Chess Olympiad. I hope to have your valuable help on this issue.
