Paul Spiller, right, has donated his $100.00 cash prize from the 2006 PICC for Palau rep to 2007 OZCC in Fiji. This time as President of Oceania Chess Confederation, he’s instrumental in Palau getting 100 chess sets and 50 chess timers’ donation for possible Chess in School program to jumpstart chess in Palau. (The 100 Chess Sets and 50 Chess Clocks
Has Arrived)
I’ve received a call from one of Palau Chess Federation’s Board Members Angie Parrado on June 26, 2017 informing me that the chess sets and timers from Asian Chess Federation, through Oceania Chess Confederation has arrived. Angie asked me if I can be the person to claim it at Palau Bureau of Customs as PCF President Eric Ksau Whipps and Treasurer Dennis Gonzales are still on vacation.
I agree and get the documents/papers from her at Surangel’s Main Office. She said I need to pay $3.07 at the Customs and informed me that the Bureau of Customs is just across Palau Royal Resort. I go there at 11:25 and was informed that I need to give them 2 copies of PCF as Non-Profit Corporate Charter and need to sign those documents where I am that person that will claim the donated materials.
I was told to come back at 1pm because it’s their lunch break. I resume my blitz chess practice with Paquito ‘Pax’ Suringa, Jr., took my lunch and printed 2 copies of Charter.
At 2pm, I went again and was told that there are some discrepancies in the papers. The Palauan guy said he will fix it but I have to pay $10.00 if it happens again. I paid the $3.00 and was told to call which shipping or logistics companies we need to call to get the materials.
I called Angie and she told me to go to Western Pacific Shipping Company and look for Joel, who stamped the documents and asked me to go to Palau Shipping Company, Inc. where the chess materials are stored. The Palauan lady there computed the payment I still has to pay--$17.95. I don’t have cash at that time. I was about to call Angie when I ask her if I can pay using my debit card from Bank of Hawaii. She did accept it and I am in line with the Palauan guy ahead of me claiming his 4 car tires in front of on duty Customs Officer.
The chess materials are in 4 boxes: Box 1—100 chess boards at $0.75 each = $75.00; Box 2—50 plastic chess sets at $2.00 each =$100.00; Box 3—50 plastic chess sets at $2.00 each = $100.00; Box 4—50 chess timers at $13.00 each = $650.00 for a grand total of $925.00. India is the origin of chess boards and chess sets while the chess timers are from China (PRC).
I gave my card to the fork lift operator and the Customs Officer. The materials weigh 51 kilos. I called Angie again that I’ve got the chess sets and timers. She said she will refund me the $3.00 and $17.95 from the PCF check given to Cyril Tomas Montel, Jr. by Dennis for this expenditure.
I keep the 4 boxes in my room where it is crowded now because I also have the tournament size chess boards/sets that are properties of PCF. The donated materials (medium size chess boards and pieces and DGX2010 timers) will be used for a possible Chess in School in Palau.
I will use 10 of the DGX2010 timers in this coming 2017 Palau Rapid Chess Championship as it is delivered with 2 size AA batteries included.
