The plan is that Mr. Inaganti stays in Palau for about one month before and/or after the tournament or maybe a combination of before and after to help out in introducing chess in the schools, if you want that? Mr. Reuben has also offered to stay around for a week or two as a combined tourist and lecturer. If we can round up enough people, national and maybe even from other Oceania federations, he is also willing to conduct an arbiter's seminar and maybe also give a simultaneous exhibition, if you want that?
There would be no travel costs for Palau to be paid, but it would be appreciated if shelter (and food) could be provided for these foreigners during their stay, free of charge. Private accommodation is OK unless you can get one or more hotel rooms fully sponsored. No prize fund calculated. Maybe some local donations/sponsoring are available. It does not have to be cash prizes.

THE 2013 Palau Invitational Chess Championship is
scheduled to be held from last week of Nov. to first week of Dec. 2013,
according to 2013 Calendar of Events of Palau Chess Federation.
After
Typhoon Haiyan hit Palau 2 weeks ago, a new development about this event
surfaced. In an email to Roberto Hernandez, Palau Delegate Jan Berglund stated
the following:

See below, this is the starting field I have rounded up, then I mean the four foreign players. The Palau players are those that you suggested. I have checked all their November ratings, which are shown in the very right hand column. I was planning to contact you, over the phone, last week about dates and other details. But, then this terrible thing with Haiyan happened.
I could read from the internet, that Koror was totally out of power and means of communication. The way I understand your latest e-mail, even though it was severe damage done, it was not that bad in Koror as it was in the Northern part of the country. Is that correct? However, maybe it would look a little bit unethical to go through with the tournament at this stage, as non-chess players might think, that we spend a lot of money in inviting these players instead of helping out financially with helping Palauans, who suffer from Haiyan? Also, maybe some of our players in the tournament, and/or in the club, have other worries because of the disaster in the Philippines? Maybe we should postpone the tournament to something like February or so? The way I understand it, the four foreigners would be available even then.
Would it be possible to talk to you over the phone or preferably over Skype or some other free of charge provider in the nearest future? If there is a chance, when and how?

the President of Oceania Chess Confederation.
If Mr. Berglund’s
trip to Philippines and Palau will proceed as planned, PCF will proceed with
